Budgeting & Appropriations

The Budgeting and Appropriations module is an essential part of the FreeBalance Government Resource Planning application, allowing users to:

Unlike private sector financial accounting, government commitment accounting is budget driven rather than profit driven. Commitment accounting requires numerous control mechanisms between the initial budget approval and the completion of fiscal transactions. The GRP supports all commitment controls. The commitment controls provided by FreeBalance in the Public Financials Management (PFM) category of the FreeBalance GRP include:

Before being accepted for posting, all financial transactions (expenses, commitments, obligations, revenues) that are posted to the GRP application are checked for availability of funds against their associated budgets and allotments.

While the control levels are established within the Budgeting and Appropriations module, the posting of actuals is achieved through the entry of journal vouchers into the General Ledger module. All financial transactions, irrespective of which module it originates from (Expenditures, Revenues, Assets, etc) will hit the General Ledger automatically through a journal voucher.

Complemented by its comprehensive list of appropriation reports and inquiries, managers will thus be able to make crucial spending decisions with confidence, while preparing accurate forecasts and future-year budgets. The Appropriations module includes the following features:

Budget Control Type

Overview

A Budget Control Type identifies the different budget limits or constraints that can be set up.
Using the Budget Control Type, governments can incorporate different fiscal practices for different organizational requirements.
For example, two distinct Budget Control Types is a control for cash spent on a weekly basis, and a control for cash spent on a monthly basis, with the weekly limits “rolling up” to the monthly limit.
Continuing the example, an organization may have a flexible weekly Budget Control Type for cash releases (payments). The total of all cash released for the month for the given budget line must abide by a ‘hard’ monthly ceiling. The monthly limit is reflected at a different and higher Budget Control Type.

To link the control with a predefined COA Group

Period Level

To link the Budget Control Type with predefined Period Level (such as Monthly, Quarterly, etc.) which will be used for Budget Distribution. When the Budget Control is created, the system should validate if a fiscal period for the Budget Control year that is linked to the selected Period Level exists, otherwise, the system will not allow to save the Budget Control.

Tolerance Percentage

Default is Zero, this percentage will be the ceiling of the tolerance amount or percentage used in Budget Controls, the user will not be allowed to exceed this percentage in Budget Controls

Sort Seq

This will allow user to indicate how this list should be display (order).

Allow To Exceed

To define the Default value of the Exceed Flag when the budget control is created

Roll Up From

This attribute is used to build the hierarchy of the Budget Controls, the user will select the Child Budget Control which will be controlled by the current control. If this field is empty then the current control is the lowest level.

Validated By Foreign Currency

Default is No. To indicate if the foreign amount is the one to be used for control when a transaction is posted.

Budget Distribution Control

Default as per ‘Default Budget Distribution Control’ in Appropriations Parameters. To indicate if the Budget Control should be at the total amount level or at the distributed amount level

Cash Management Level

FALSE by default. This will set the level at which Cash Plan will be managed.  Such Budget Control Type should have Budget Distribution Control by fiscal period.

Main Budget

Default is Yes. When it is Main, then it will work as always.  Only one Budget Control type can be Main when two or more roll up to the same Budget Control Type.

Is Used to Create Manual Budgets

Default is Yes. Any other type like the one associated with GL CoA group for example, will have false and will not be used to create budget controls.

Is Used to Create Manual Budget Control Update Voucher

Default is Yes. if this will have false and will not be created manual BCUV for the Type Update.

Is Used to Create Manual Budget Transfer Voucher

Default is Yes. if this will have false and will not be created manual BCUV for the Type Transfer.

Is Used to Create Manual Budget Redistributions

Default is Yes. if this will have false and will not be created Manual Budget Redistribution

Is Used to Create Manual Cash Planning Voucher

Default value True. If this has False cannot create Manual Cash Planning Voucher

Is Used to Create Virement

Default Value "FALSE"

Is Used to Control Commitment/Obligation

Default value is TRUE. When false the system will not post or control commitment or obligation generating transactions against the budget control.

Active

Default = 'TRUE'

Criteria to Define Allow to Exceed

Default None. When this is different to No, system should use Criteria Definition to set the Allow to Exceed value, of the Budget Control being created and its Parents Budget Controls.

Quota Type

Default value: NULL If is NULL, BC formulas and validations applied as usual.

 

Obligation Type

Objective

Obligation Type is a catalogue that clients can configure as per specific needs of grouping information. Obligation types are a mandatory component of every Obligation created in the system. The type allows for easy characterization between obligations which also helps when searching for different obligations.

Budget TypeIndicates the type of Budget for the classification. Possible values "Expenses" and "Income."
Debit/Credit

To indicate the classification will be debit or credit.

Virement Voucher Update TypeTo define a valid combination between Virement and Budget Control Update Voucher Classification
Equity RuleTo indicate the Equity Rule for the classification.
Applies To BAPVTo indicate if the Classification will also apply to BAPV.
BAPV TypeTo indicate the BAPV Type if the classification applies to BAPV. Possible Values are 'ANNUAL', ‘NORMAL’ and ‘INTERNAL’
ConsolidationTo indicates if the Virement will be consolidated or not. (Applies if using Virement module)
Balanced Credit/DebitIs used for indicating if the virement type must be a balance between Credit and Debits (to validate in Consolidated Virements). (Applies if using Virement module)

Force Same Element for Concepts

List of 0 or many concepts where the element for this concept must be the same for the whole transfer/update voucher. For example, it may be required that transfer always be done within the same department. So this is enforcing that all coding lines in a budget control transfer voucher have the same code for the department element.

Valid Code Combinations

Defines the valid code combinations of the coding blocks allowed in the transfer/update voucher coding string.

Exclusion Groups

Defines 2 groups of elements that must be exclusive in the same transfer/update voucher.

Objective

Used to have a way to group information as needed in each project. At the same time, this is also part of workflow discriminator in Budget Control Update Voucher (BCUV). This entity is referenced from BCUV and it's use will be enforced only if parameter Mandatory to select Budget Control Update Voucher Class is TRUE.

DBM Oversight for Budget Control Update Voucher

Overview:

The DBM Oversight for Budget Control Update Voucher is used to transfer a Budget amount from one budget item to another or to increase or decrease the amount of a budget item for DBM oversight agencies. This function is applicable for Philipines BTS.
When the Voucher type is set to 'Update', users can enter a single budget item with the amount to be increased or decreased; users also can enter multiple items. 
When the voucher type is set to ‘Transfer’, the system assumes that the amount is decreased from one budget item and the same amount is increased for another item (or items).
Users can create a new voucher and Debit (increase) the budget item where the amount is to be transferred to. Similarly, users can Credit (decrease) the other budget item where the amount is to be transferred from.
Upon approval of the voucher, the system updates the Budget Control Current Amount for both budget items accordingly.

The Voucher unique ID, can be either system generated or manual based on Appropriation parameters, if system generated then each voucher type will have different serial. If defined as Auto-generated, the system will read the next serial number from the Serial Numbers entity.

Workflow Status

Depending on the Workflow Configuration Setting for this Entity the basic Stages are:

‘Created’, ‘Approval Requested’, 'PreApproved',‘Approved’, 'Verifed', 'Cancelled'. 'Ratified' 'Redistributed' .The Default value is‘Created’.

Fiscal Year

The system will default to current fiscal period and fiscal year.

The system will default to current fiscal period and fiscal year.

Voucher Date

The system show the default current system date.

Budget Allocation Planning Type

This is a Combo Box to select the Budget Control Allocation Type from the BC Types list.System must populate the information automatically.

Voucher Type

Indicates the different BAP Types that could be created and the respective workflow configurations.

Period Quota

Fiscal Period related with parameter or Null.

Budget Office

This is the Budget Office Code for which the Voucher is prepared.

Posting Status

This field is a 'Display Only' field and will be updated by the system when the voucher is either saved (then the attribute is updated to Saved) or temp saved (then the attribute is updated to Temp Saved).

Temp #

Serial Number generated by the system when the voucher is Temp Saved.

Not Posted Reason

The user will select a reason for not posting the voucher when voucher is Temp Saved, the field should be cleared automatically when the voucher is completely saved.

Country specific language used.

Description

Short description on the voucher.

Currency

It allows the user to select the Voucher Currency. Default is Domestic Currency.

Exchange Rate

Will show the latest active exchange rate for the selected currency which is linked to the Appropriations, users can change the rate if allowed in the Appropriations  parameters, otherwise this field will be ‘Display only’ and updated only by the system when the currency is selected. Default is 1 (because default currency is Domestic).

Agreement Number

This is a text field. Can be alphanumeric.

Agreement Date

This is a generic date field.

Obligation Requested Amount (Domestic)

Display field shows the Total Domestic Obligation amount of all line item. Default is Zero.

Obligation Requested Amount (Foreign)

Overview

A Budget Control is management's preliminary "action plan" for the future, and represents a further sub-division of an organization’s allotments into such things as organizational entities, projects, activities and objects of expenditure (i.e. Supplies budget, Travel budget, etc.). The combination of elements that determine the level at which budgets are set depends on the nature of the organization's activities and management practices.  The system allows users to produce financial budgets.

A Budget Control enables users to establish a budgetary control level as well as additional higher control levels as appropriate. Before being accepted for posting, all financial transactions (expenses, commitments, obligations, revenues) that are posted to the system are checked for availability of funds against their associated budget controls.

Workflow Status

Current workflow status of the budget control. It is a closed domain, means automatically updated by the system.

Budget Control Type

Function used to define the Budget Control Types (e.g., Allotement1, Allotment2, Financial Budget, etc.) and link each type with a pre-defined COA Group.

Fiscal Year

Fiscal Year of the Budget Control.  Default value is the current Fiscal Year in the system.

Budget Office

Budget Office of the Budget Control.

Allow To Exceed

Default value of the Exceed amount when the budget control is created.  It defines if the created Budget allowed to exceed or not.

Coding Block

Coding Block for the Budget Control.  Coding block is a string which defines an account. The string represents hierarchical elements defining that particular account.

Tolerance Percentage

Allowable variances in Percentage that can be exceed the Budget Control amount during expenditures. Default is as defined in the Budget Control Parameters. The Tolerance Percentage should not exceed the Default Tolerance Percentage defined in the Budget Control parameters. 

Tolerance Amount

Users can only use either the Tolerance Percentage or Tolerance Amount.

Currency

The user to select the Voucher Currency. Default is Domestic Currency.

If the general parameter 'System Accepts Multi-Currency Transactions' is False, then this field will be disabled and its value is Domestic Currency.

Exchange Rate

Will show the latest active exchange rate for the selected currency which is linked to the Appropriations, users can change the rate if allowed in the Appropriations parameters, otherwise this field will be ‘Display only’ and updated only by the system when the currency is selected. Default is 1 (because default currency is Domestic). If the general parameter 'System Accepts Multi-Currency Transactions' is False, then this field will be disabled.

Validated By Foreign Currency

To indicate if the foreign amount is the one to be used for amount validation when a transaction is posted. If No, then the converted domestic amount will be used for validation. If the general parameter 'System Accepts Multi-Currency Transactions' is False, then this field will be disabled.

Budget Distribution Control

Indicates if the amount of the transaction is validated against the distributed amount for the relevant period or against the total amount of the budget control (if not checked).

Budget Control Based on Accumulated Period Amount

This field is used when Budget Control is in distribution. It is a read only field, get activated only when Budget Distribution Control attribute is true

Objective

The Budget Control Update Voucher is used to transfer a Budget amount from one budget item to another or to increase or decrease the amount of a budget item. When the Voucher type is set to 'Update', users can enter a single budget item with the amount to be increased or decreased; users also can enter multiple items.

Classification

Indicates the voucher classification. User to select a classification a drop down list should present all the active classifications that apply to the selected Budget Control Type.

This field is a 'Display only' field and will be updated by the system when the voucher is either saved (then the attribute is updated to Saved) or temp saved (then the attribute is updated to Temp Saved).

Serial Number generated by the system when the voucher is Temp Saved.

Not Posted Reason

This field gets mandatory when the Budget Control Update Voucher is Temp saved. Users have to put here the reasons for not posting the voucher.

Currency

Selected currency for the Voucher.  Default is Domestic Currency.

Latest active exchange rate for the selected currency.

Overview

This entity will be populated automatically by the system, getting the current fiscal period from header of Update Voucher and updating it according to the fiscal level of the relevant budget control. Therefore the user doesn´t need to populate it. If the user decides to modify the values populated by the system, then system will always maintain integrity of the amounts: sum of all the distribution amount is equal to total amount of items and same with header which will be sum of all items amount. System will update the aggregated amount automatically.

If the Commitment is Indicative then it will not affect the Free Balance of the relevant budget. The system will not allow linking Indicative Commitments to Obligations or Transactions. The user can use this flag only if allowed in the Appropriations parameters, Default is No.

To indicate if the Commitment was Automatically Generated by the system through other function or manually created by the user, default is False. If the value of this attribute is True, then the system will not allow editing the Commitment.

An obligation is a binding agreement with a vendor. Obligations are those for which a legal obligation has been created in the form of a binding contract.  An expense obligation refers to funds that need to be paid as a result of an issued and approved Expense Voucher.  Users can add unlimited Obligation Items for different Coding Blocks.  For each Item, the item amount can be distributed over multiple fiscal years.

Budget Control Type

Function used to define the Budget Control Types (e.g., Allotement1, Allotment2, Financial Budget, etc.) and link each type with a pre-defined COA Group.

Fiscal Year

Fiscal Year of the Budget Control.  Default value is the current Fiscal Year in the system.

Budget Office

Budget Office of the Budget Control.

Coding Block

Coding Block for the Budget Control.  Coding block is a string which defines an account. The string represents hierarchical elements defining that particular account.
This can be either a full coding block or a mask (partial coding block). This will be the coding block that will be replicated for every new child that can be created in Coding Block Details.

Allow To Exceed

Default value of the Exceed amount when the budget control is created.  It defines if the created Budget allowed to exceed or not.

Tolerance Percentage

Allowable variances in Percentage that can be exceed the Budget Control amount during expenditures. Default is as defined in the Budget Control Parameters. The Tolerance Percentage should not exceed the Default Tolerance Percentage defined in the Budget Control parameters.

Tolerance Amount

Users can only use either the Tolerance Percentage or Tolerance Amount.

Budget Distribution Control

Indicates if the amount of the transaction is validated against the distributed amount for the relevant period or against the total amount of the budget control (if not checked).

Currency

To allow the user to select the Voucher Currency. Default is Domestic Currency.

Exchange Rate

Will show the latest active exchange rate for the selected currency which is linked to the Appropriations, users can change the rate if allowed in the Appropriations  parameters, otherwise this field will be ‘Display only’ and updated only by the system when the currency is selected.

Indicates the user who created the budget control; automatically populated.

Created Date

Indicates time of the creation of the Budget control; automatically populated.

State Budget By Organization Report

Overview

The State Budget By Organizatioin Report displays the details of one level of the Budget Control information, and all Commitments and Obligations registered and controlled at that level in the application. These are displayed, along with some additional calculations to display the aggregated data necessary for appropriations.
The report shows the details from the Commitments and Obligations tables, allowing the user to filter on the GL Tables (Appropriation Category, Account Type, etc.) along with Fiscal Year and Location.
In addition to allowing the user to select report break sections, there is the ability to group the data on up to four ‘sort sequences’ and specify ranges for these groupings. By specifying these sort sequences, sub totals are included for the last three of the four groupings.

Overview

This report shows information about the execution status of different elements of the Chart of Accounts. The report allows users to select the kind of elements that he/she wants to analyze.

It also displays the information by group; users are able to select the grouping criteria using an element or group of elements of the COA. The report also allows filtering the information by coding block (specific coding block, coding block expression or hierarchical coding block elements).
